辽宁省基本公共服务均等化进程中存在的问题及对策

辽宁省基本公共服务体系已初步建立,呈现出以政府供给为主的模式。但存在市场化程度弱、供给模式单一、供给缺位、城乡供给不均衡、监管机制不健全等问题。二元结构的分割体制、低水平广覆盖的操作方式和经济发展水平等因素是导致辽宁基本公共服务不均等的原因。为此,要明确政府公共服务范围、加强监管机制、规范支付转移手段、加速城市化进程。
