贵州六盘水乡村"三变"改革实践经验及后续完善建议

"三变"改革为激活主体、激活要素、激活市场和推进乡村产业兴旺提供了积极的尝试.本文总结了贵州省六盘水市推进乡村"三变"改革的背景、内容和运作模式.以此为基础,提出要科学把握"三变"改革形成的经验和取得成功的条件,汲取其制度优势的精髓;今后要进一步完善"三变"改革,仍有一些后续课题要做,即:完善创新创业环境,优化对新型经营主体及其带头人的培训提升机制;加强基础设施和公共服务能力建设,突出加强市场营销网络和品牌服务;引导农村服务业或农业生产性服务业专业化、规模化、集约化和网络化发展,促进农村产业融合和绿色发展;加强产权、要素流转平台建设,推进"三变"改革的制度化和规范化;加强农民培训,增强农民参与产业开发和创业就业的能力.

Three-Change Reform Practice Experience of Liupanshui Rural Areas of Guizhou and Its Post-perfection Suggestions

Three-change Reform provides active attempts for activating subject, activating factors, activating market and boosting rural industry. This paper summarizes the background, contents and operation model of Three-change Reform in Liupanshui rural areas of Guizhou Province, and based on that, proposes scientific master of the experience and successful condition of the Reform and absorbing the essence of the systematic advantage, in the future, in order to further perfect the Reform, there are some post-work to do such as the perfection of innovative and entrepreneurship environment, the optimization of the mechanism for the training and cultivation of new-style business subjects and the leaders, consolidation of infrastructure and public service facility construction, the highlighting of market-marketing network and brand service, the guidance of rural service industry and agricultural productive service industry in specialized, scaled, intensive and network development, the boosting of rural industry integration and green development, construction of property right and factor flowing platform, the promotion of system and standardization of the Three-change Reform, intensifying peasant training, and the cultivating of peasants ability to participate in industrial development, entrepreneurship and employment.
