区域发展循环经济的可行性分析与政策支持——以江苏泰州为例

发展循环经济是缓解资源约束矛盾,减轻环境污染,实现经济建设与环境保护协调发展的有效途径,是发展外向型经济的迫切需要,是落实科学发展观的本质要求。在区域发展循环经济过程中,往往受到总体经济水平偏低,自然资源短缺,产业结构层次性不强,全民意识亟待提高,以及价格和成本方面的制约。因而,区域发展循环经济需要不断加强教育宣传和组织领导,推动全社会参与;建立绿色国民经济核算体系、循环经济发展的法律法规支持体系和经济政策支持体系;大力发展循环经济需要的科学技术;加大循环经济发展的资金投入。

Feasibility Study of Development of Regional Recycle Economy and Policy Support——Taizhou ,Jiangsu Province as an Example

The development of recycle economy is an effective way to relieve the resource burden,reduce environment pollution and realize harmonious development of economic construction and environment protection,an urgent need to develop outward economy,and a fundemental demand to carry out scientific development.The development of regional recycle economy is often conditioned by the low level economic development,insufficient natural resources,poor industrial structure,people's ignorance and price and cost as well Therefore,the development requires education,publicity and organization work,participation of the whole society,establishment of accounting system of green national economy,related laws,regulations and economic policy,development of related science and technology,increase of funds for developing recycle economy.
