摘    要:现行科技体制的弊端、缺乏哲学思维的文化积淀、缺乏崇尚科学的人文环境、知识型的人才培养模式及有限科研经费的不科学投向等,是造成中国科技创新能力低下的主要原因。因此,从深化科技体制改革、优化科技创新机制、形成崇尚科学的人文环境、优化科研资金投向、扩大科技领域的开放、构建创新教育体系、优化科技队伍和民族创造心理等多方面采取系统对策.对于提高我国科技创新能力不仅意义重大,而且显得非常迫切。

Abstract:The malpractice of the present science and technology system, the lack of cultural accumulation of philosophical thoughts, the lack of humane environment upholding science, the mode of training knowledge-typed talents and the limited unscientific allocation of the limited amount of research funds--all these are the causes of the low level of China's scientific and technological innovations. Therefore, it is not only important but pressing to take such measures as deepening science and technology system, optimizing innovation mechanism, formulating better humane environment, optimizing research funds allocation, expanding reforms in science and technology, constructing innovative education system, and optimizing research team and national creative psychology.
