西部开发与民族地区人才政策的调整

面对西部大开发的机遇，西部民族地区首先应该调整人才政策，加大人才培养和开发力度。新中国成立后的50年间，西部民族地区在人才培养方面取得了很大的成绩，但和其他地区相比还有很大的差距一是人才总量严重不足；二是少数民族科技人才奇缺；三是整体素质难以适应西部大开发的需求，四是西部自身人才流失严重；五是人才培养滞后。因此，西部民族地区应当从以上几方面入手。及早调整人才政策一是改变观念，从本地区实际出发制定人才政策；二是加强调查研究．根据本地区的人才实际制定人才培养计划；三是深化人事制度改革，根据本地区的经济发展状况调整人才队伍的结构；四是深化教育体制改革．按照本地区的需求培养各类人才；五是引入竞争机制．对人才进行科学化管理。

The Development of Western Region And the Adjustment of the Talents Policy Towards Ethnic Area

To meet the great opportunity provided by the devetopment of western region,western ethnic area must adjust the talent policy,strengthen the training and development of talents.In the past 50 years after the founding of the P.R.China.,although western ethnic area has achieved a lot in this field,there is still a big gap between western ethnic area and other areas:1)Lack of talents.2)lack of ethnic talents of technique.3)the poor quality on the whole far from the needs of the development of western region.4)brain drain.5)sluggish training of talents.To change this unfavorable situation.western ethnic area must 1)change ideas to make talents policy with this fact in the mind.2)strengthen research to make talents training plan.3)reform personnel system to adjust the structure of talents.4)strengthen educational reform to train talents urgently needed in this region.5)introduce competition system to administer talents in a more scientific way.
