论新时代提升农村基层党组织政治领导力的现实困境及其破解路径——以皖北S村、X村为例

农村基层党组织的政治领导力是党的政治领导力量在基层的外显,是带领广大农民实现乡村振兴和农村现代化的保障。提高农村基层党组织的政治定向力、胜任力、执行力和影响力是提升其政治领导力的必然要求。从当下农村基层党组织建设的实际出发,以皖北地区S村和X村为例,调研发现目前农村基层党组织在政治领导力提升过程中还存在着领导作用发挥有待加强、组织结构有待完善、党内关怀机制有待完善的制约因素。因此,从实际出发,从突出党组织的领导作用,加强农村党组织队伍建设和完善党内关怀机制三个方面提升农村基层党组织的政治领导力。

On the Realistic Dilemma of Improving the Political Leadership of Rural Grassroots Party Organizations in the New Era and the Way to Solve It: A Case Study of S and X Villages in Northern Anhui

The political leadership of the rural grass-roots party organization is the manifestation of the political leadership of the Party at the grass-roots level, and is the political guarantee to lead the farmers to realize rural revitalization and rural modernization. Therefore, to improve the political orientation, competence, execution and influence of the rural grass-roots party organization is an inevitable requirement to enhance its political leadership. On the basis of the actual construction of rural grassroots party organizations, this paper, taking villages S and X in the north of Anhui as examples, has found that there are still some constraints for rural grassroots party organizations in the process of political leadership promotion, such as leadership role to be strengthened, organizational structure to be improved, and inner-party care mechanism to be improved. Therefore, based on these facts, this paper views that the political leadership of rural grassroots party organization should be enhanced from three aspects: highlighting the leading role of organizations, strengthening the team construction of agricultural organizations, and improving the inner-party care mechanism.
