党代会常任制与党内监督机制的构建

党代会常任制是党的八大对马克思主义党建理论的新发展,是中国共产党领导制度的重大改革,但这一理论创新和制度创新基本上没有付诸实践。改革开放以来,党内长期形成的权力过分集中、监督机制脆弱的状况尚未改变,已经严重影响了党的建设并成为导致腐败的一个重要根源。在此情况下恢复党代会常任制,建立起党代会对于各级委员会的监督与制约机制以及相对独立的纪律检查工作体制,对扩大党内民主,理顺领导体制和权力关系,改变权力过分集中的状况,强化党内监督,都不失为一个重要途径。
