摘    要:知识产权制度是影响科技人才创新的关键性因素.首先梳理我国知识产权制度的演变过程,然后基于1985—2015年中国知识产权制度建设的经验数据,借鉴并修改GP法量化知识产权制度指标和因子分析法量化科技人才创新指标,构建一个虚拟变量动态模型,实证研究我国知识产权制度变迁对科技人才创新的影响.研究结果表明,知识产权制度水平对科技人才创新存在长期稳定的促进影响,此外,随着各时期制度的进一步发展,知识产权制度对科技人才创新的正向影响稳步下降,但现阶段的促进影响并未达到临界点.人力资源投入和对外开放程度都削弱了知识产权制度对科技人才创新的影响,但二者对科技人才创新的影响却不显著;文化资源增强了知识产权制度对科技人才创新的影响,并且文化资源对科技人才创新存在显著的正向影响.

Research on the effects of intellectual property rights protection system on Chinese science-technology talents'innovation

Abstract:Intellectual Property Right(IPR)protection system is the key to influence Chinese science-technology talents'innovation.Firstly,based on the data of the experience of Chinese IPRprotection system in 1985—2014,this paper sorts out the evolution of Chinese IPR protection system,and then uses a new IPR protection system index by GP and constructs the Innovation Index of science and technology talents by factor analysis method.Finally,we study the effects of IPR protection system on science-technology talents' innovation by using a dummy variable OLS model and the empirical data in transition.The results show that,the level of IPR protection system has a long-term and stable active impact on science-technological talents' innovation;however,with the development of IPR protection system,the contribution of the IPR protection system in different stages,this active impact on science-technology talents'innovation is slowing down gradually but doesn't reach the critical point;human resource and the degree of opening up has weakened the effect of the IPRprotection system on the science-technology talents'innovation,but its effects on the innovation of science-technology talents are not significant.Cultural resource enhances the effect of intellectual property system on the science-technology talents'innovation,and has a significant positive effect on the science-technology talents'innovation.
