论健全我国城镇养老保险制度

养老保障是人类抵御风险、进行自我保护的一种需要.建立和完善养老保险制度对国家、社会、个人均极为重要.改革开放以来,我国的养老保险制度遇到了一系列新的问题和困难.当前,企业改革使一部分职工下岗、失业,城市化进程使大批农民向城镇转移,但这两部分人员的养老保险制度尚存在不完善之处.为此,政府应首先承担起主要责任,切实维护下岗失业人员、失地农民和进城农民工的养老权益;同时,社会也要积极发挥城镇养老的补充功能,从而在城镇建立起"广覆盖、低水平、多层次、可衔接"的养老保险制度.

On Consummation of Endowment Insurance System in Urban Areas of China

To establish and consummate the endowment insurance system is vital to a country,the society and the individual as it offers people a way of protecting themselves from unforeseeable risks.Since China adopted the reform and opening-up policy in 1979,the endowment insurance system in the country has been confronted with quite a few new problems,such as the increasing unemployment due to the reform in the state-owned enterprises,and the growing number of people who used to be peasants but now are in urban areas as a result of the nation-wide urbanization.Therefore,more work needs to be done to perfect the system.First of all,the governments at all levels should shoulder the major responsibility and make sure that the rights of social supports of old age are granted to the laid-off,the unemployed,and the peasants who have lost their land or who work in urban areas.Meanwhile,the society should also conduct its auxiliary functions in this respect.An improved endowment insurance system will then be able to be established in urban areas of China.
