| 摘 要： | 十六大以后，以胡锦涛总书记为核心的中央领导集体高度重视和十分关心就业问题，逐渐形成了较为完整的就业权思想，可概括为：就业权是公民享有的重要的基本人权之一；切实维护和保障公民的就业权是“立党为公、执政为民”的必然要求和重要体现；以科学发展观为指导，坚持以人为本的根本宗旨和统筹兼顾、突出重点是促进就业的基本方针；明确思路，措施到住，狠抓落实是促进就业的关键。

| Abstract: | After 16th National Congress, the central leading collective taking Hu Jintao as center pays much attention to employment,forming the perfect employment right thought as follows：Employment right is one of the basic human rights ;To guarantee people＇s employment right is the inevitable requirement of building the party serving the interests;Scientific development view is the basic policy to promote employment;Definiting thought is the key to promote employment. |
