农村房屋征收中的利益衡量

摘    要:农村房屋因不能自由流转而被视为小产权房,其中暗含了农民集体与地方政府的利益。在城市化进程中,地方政府与开发商热衷于征收、开发农民的房屋,对于增值的利益,二者获得了巨大的超额利益,也有农民因占有超面积的宅基地而获得超额补偿,但更多的是农民集体与多数农民利益的受损。因此,如何公平地衡量与分配宅基地的增值利益确实引人深思。
