GDP主义、可持续发展与经济发展方式转型

GDP是国际上普遍适用的考察国民经济发展变化的重要工具,但是仅凭GDP来评价一个国家或地区的发展状况,不能得出全面正确的结论。近年来,许多国家开始探索建构GNH指标体系来衡量和评价国家的发展水平,以促进经济和社会的可持续发展。GNH是人类财富指标体系的又一次伟大发明,它将人类的可持续发展从"以生产为中心"转向"以国民幸福为中心"。GNH指标体系认为转变经济发展方式刻不容缓,必须致力于制度基础变革:摒弃速度型发展战略思维,确立稳健和可持续发展的经济发展战略;健全和完善干部考核机制,弱化地方过度追求GDP的制度激励;减少宏观调控的行政色彩,有效提升经济运行的稳定性;加速健全社会保障体系,为经济发展方式转变奠定坚实的社会基础;积极致力于国家软实力的提升,全面改善经济发展的结构和质量;构建与市场经济发展、和谐社会建设相适应的民主法治下良序的市场经济秩序;深化经济体制改革,为转变经济发展方式提供体制动力。

GDP-ism, Sustainable Development, and the Change of Economic Development Mode

GDP is an important commonly used tool to evaluate the change of one country's economic development in the world.However,evaluating one country's or region's development by the sole GDP cannot draw an overall and correct conclusion.In recent years,many countries have begun to explore and construct the system of GNH to evaluate their social and economic development so that the sustainable development of the economy and society can be realized.As another great invention of human fortune index system,GNH transforms human being's sustainable development from production-centeredness to people's happiness-centeredness.According to GNH system,it is extremely urgent to change the economic development mode and to devote to the basic reform in the system.First,the thinking mode of pursuing quick economic development should be discarded so that the stable and sustainable development strategy can be established.Second,the leadership's assessment mechanism should be perfected to weaken the encouragement system for the local to pursue GDP too much.Third,there should be less administrative macro-control to improve economic development' stability.Fourth,the perfection of social security system should be accelerated so that the solid foundation for the change of economic development mode can be laid.Fifth,the country should devote to improving its soft power to perfect the structure and quality of the economic development as a whole.Sixth,the perfect market economic order should be constructed so that it can coordinate with the development of market economy and the building of harmony society.Seventh,the reform of economic system should be deepened so that it can provide the system dynamics for the change of economic development mode.
