摘    要:本文基于创新驱动视域综合考察中国绿色金融发展的推动因素、现实困境及推进绿色金融发展的现实路径。研究表明:资源与环境的约束、国家政策的转向、金融业自身的转型、“一带一路”建设、G20全球性新治理框架的构建等因素为中国绿色金融发展提供了内在动因;当前绿色金融发展的现实困境呈现在绿色金融服务体系不健全、金融机构缺乏开展绿色业务的动力、相关配套体系不健全、地方政府行为扭曲、绿色金融风险偏高且创新程度不足、中介服务体系发展滞后、绿色金融法律制度缺失等方面;推进绿色金融发展的可选路径包括多政策协同推进、金融组织机构体系创新、商业模式创新、产权交易平台创新、绿色投融资机制创新等。

Motivation, Predicament and Realization Path of Green Finance Development from the Perspective of Innovation-driven Development
Abstract:Based on the innovation-driven vision, this article comprehensively examines driving factors, realistic dilemma and realization path of green finance development in China. The research shows that the internal motivation of green finance development in China is due to constraints of resources and environment, changes of national policies, the transformation and innovation of the financial industry itself, the construction of the Belt and Road, and the construction of a new G20 global governance framework. The current predicament of green finance development mainly lies in the unsound green financial service system, the lack of motivation for financial institutions to carry out green business, the inadequate supporting system, the distortion of local government behavior, the high risk of green finance and the lack of innovation, the lagged intermediary service system, the lack of legal system of green finance, and so on. The alternative paths to promote green finance development include synergies among multiple policies, institutional innovation of financial institutions, innovation of business models, innovation of property rights trading platforms and green investment and financing mechanisms.
