| 摘 要： | 20世纪50年代中期开始,东西方关系走向缓和,东西方关系缓和并不意味着德国问题的解决。德国问题中最为敏感的是柏林问题,美苏等大国都在此有重大利益。由于柏林地位的特殊性,为苏联以柏林问题向美国施压提供了绝佳的场所。而在美苏核对峙下,联邦德国谋求核武装以及美国对此的支持,则让赫鲁晓夫如坐针毡,感到有必要加以制止。
