| 摘 要： | 学券制不会自动促进有序的竞争机制的形成。因为仅仅赋予消费者(学生和家长)权力是不够的,我们必须同时向生产者(学校)赋权,这样才能真正形成竞争有序的教育市场,优化资源配置,提高教育质量。而赋予生产者权力的关键在于政府的职能发生重大变化或者政府的角色需要重新定位。这样,选择、竞争、放权就构成了学校变革的一种新的理念即学校治理。 |

| Abstract: | Voucher system will not promote the formation of orderly and competitive mechanism automatically.It is not enough to only give consumers(students and the parents) power,we must delegate power to producers(schools) at the same time,and thus form the competitive and orderly education market,optimize resource distribution,improve the quality of education.The key of delegating power to producers lies in the function of government take place great change or the role of government need to be reoriented.In this way,choice,competition and delegating power will a new idea of school's transformation,namely governance of schools. |
