| Abstract: | The Chinese management of teaching staff of the higher institutions is in a functional shift from the mandatory governmental control to the coordinative service.To construct its new management model is in line with the objective requirements and inevitable trend of the higher education reform and development. A close examination is made in such aspects as its target system, its basis and innovatoin of the system. |
