本文分析了全能政府体制的形成和特点 ,对北京市近年来由全能政府向有限政府过渡中取得的进展和存在的问题进行了详细的论述。提出 ,按照“有限政府”的目标 ,构建政府、企业、社会关系新格局 :进一步转变政府职能 ;加快投融资体制改革 ,使民营经济成为市场经济的主体 ;积极推进事业单位改革 ;大力培育行业协会等各类非政府组织 ;进一步规范公共权力体系的内部关系

From Omnipotent Government to Limited Government:the Progress and Disadvantage of Beijing

This article analyzes the formation and characteristics of the omnipotent gorernment in Beijing and particuliarly descibes the progress and advantages of Beijing during the reinventing government from the omnipotent government to limited government Finally,this article argues on several questions such as restructuring the relation patterns between the government,enterprises and society;changing the functions of government;accelerating the reform of investment system;fostering the growth of NGO;rearranging the interior relations of the public power systems,etc.
