| 摘 要： | 新型农村社会养老保险制度的建立和完善是经济社会发展的必然结果。随着农村老龄化的加速趋势，新型农村社会养老保险成为农民群体主要养老模式。完善新型农村社会养老保险制度需要提高参保率，有效扩大制度覆盖面，有效实现风险分散，提高养老金的替代率。整合新型农村社会养老保险、城镇居民社会养老保险和城镇职工社会养老保险，协调各方利益，实现社会公平和正义。

| Abstract: | The establishment and improvement of the new rural social endowment insurance system is the inevitable result of economic and social development .With the acceleration of rural aging trend , the new rural social endowment insurance system becomes farmers＆#39;main endowment pattern .To improve the new rural social endowment insurance system,it is necessary to increase the participation rate ,expand the coverage of the system ,achieve risk diversification ,and improve the pension replacement rate .Through the integration of the new rural social endowment insurance ,the social endowment insurance for non-working urban residents and the basic endowment insurance for the urban working group ,the interests of all parties can be coordinated ,and the social fairness and justice can be achieved . |
