| 摘 要： | 为保护海洋特定区域的环境,在国际法和国内法层面存在着一些特别区域制度,其中包括特殊海域制度、特别敏感海域制度、环境高风险海域制度等。我国南海地区地理环境特殊,海上交通运输繁忙,环境污染风险巨大,急需强化环境保护。引入特别区域制度,与我国既存的海洋特别保护区制度相结合,可以更有效地保护南海海域环境,并强化我国在南海地区的存在和管制。

| Abstract: | On the international and domestic levels,there are some special region regulations for environmental protection of particular marine areas,such as the regulations of special sea area,particularly sensitive sea area and environmentally high-risk marine area and so on. South China Sea is facing the huge risk of environmental pollution due to its special geographical features and high density of maritime traffic,desperately requiring the enhanced environmental protection. Combined with the existing system of special protective marine zones,the introduction of special region regulations would benefit the environmental protection of South China Sea and strengthen China＇s existence and surveillance in South Sea area. |
