| 摘 要： | 中国倡导与东盟共建21世纪海上丝绸之路是中国奉行和平发展战略和周边外交战略的重大举措。丝绸之路是和平发展、合作共赢之路。中国－东盟共建海上丝绸之路具有坚实的政策、法律和实践基础。海南省管辖南海三沙岛礁及其海域，应在共建海上丝绸之路中发挥重要作用。

| Abstract: | China initiates to construct a new Maritime Silk Road of 21st century with ASEAN, which is the major measure that China pursues the peaceful development strategy and the peripheral diplomacy strategy. The Silk Route highlights the concept of peaceful development and win-win cooperation. China-ASEAN coconstruction of the Maritime Silk Route has the solid foundation in policy, law and practice. Hainan Province, with the jurisdiction over the South China Sea islands in Sansha City and their waters, is supposed to play an important part in coconstructing the Maritime Silk Route. |
