福建县域农村公共科技服务均等化研究

在对福建农村公共科技服务基本情况和主要途径进行总结的基础上,对福建县域农村公共科技服务公平度进行评价与分析,结果表明福建省农业科技活动费用与农业技术人员等资源配置的均衡度在不断提高,县域之间公平度有所下降。据此提出增加农村公共科技服务供给,公平、合理地优化农村公共科技资源配置,更加注重农业科技人员配置的公平性,加强农村合作组织的建设与发展等对策建议。

Equalization of rural public service in science and technology in the counties of Fujian Province

The current status and the main service approaches of rural public service in science and technology in Fujian are summarized and the fair degree of rural public service in science and technology between counties in Fujian is evaluated. The results indi- cate that the allocation balance of Fujian agriculture sicence and technology resources such as agricultural science and technology funding and technical personnel has been improving continually, but the cortfigured fair degree of agriculture sicence and technology has been declining among counties. Accordingly this paper puts forward the countermeasures such as increasing the agricultural science and technology public service supply, optimizing the resources distribution of agricultural science and technology fairly and reasonably, paying more attention to technical personnel allocation fairness and strengthening the development of the rural cooperation organizations.
