| 摘 要： | 政府绩效管理是政府管理创新的一部分，关系到政府职能和运行机制的转变，有利于提升政府管理能力和管理水平。推动西藏地方政府管理创新、提高西藏地方政府的效率与质量，政府绩效管理是关键。西藏实施政府绩效管理，必须以科学发展观为价值取向，建立健全政府部门及其领导干部绩效管理体系，依靠机制和体制的作用，进行科学的政府绩效管理。
