| 摘 要： | 2004年通过的宪法修正案，把原来规定的土地征用区分为土地征收和土地征用两种情况，对现行的土地征收制度产生了重大影响。我们立足宪法关于土地征收制度之规定，提出改革土地征收补偿程序、补偿范围、补偿对象和标准等，以求落实宪法精神，切实保障农民利益。
