农业转移人口市民化进程中的农村土地制度创新

从农业转移人口分化视角，分析农业转移人口市民化与农村土地产权结构的适应性及其对土地利用方式的影响，研究农业转移人口市民化进程中的农村土地制度创新问题。研究结果表明，市民化程度较低的兼业者、农民工对农村土地产权具有现时性偏好，比较重视土地的现时价值，倾向于直接经营土地或以短期方式不完全流转土地；市民化程度较高的准市民、市民则对农村土地产权具有长期性偏好，比较重视土地的未来价值，倾向于以长期方式不完全流转土地或以完全方式流转土地。需要保证产权结构具有一定弹性，适应不同市民化程度农业转移人口的异质性需求；通过创设土地发展权，合理分配农村土地增值收益，有序推进农业转移人口市民化，优化配置农村土地资源。

Innovation of Rural Land System during the Process of Agricultural Population Urbanization

This paper studies the innovation of rural land system during the transfer process of agricultural population urbanization. It builds up a theoretical framework to study the adaptability during the transfer of agricultural population, the structure of rural land property rights and the effect of land use on the way. This study finds that the population with lower degree of urbanizatian such as rural part-time workers and peasant workers tend to have a present-preference on land property rights and attach importance to the current land value, and therefore, they prefer direct land management or short-term and incomplete land transfer. The population with higher degree of urbanization such as quasi citizens or citizens, on the other hand, tend to have a long-term preference and attach importance to the future land value, and prefer long-term incomplete or complete land transfer. Therefore, we need to reform rural land system to ensure certain elasticity to adapt to different needs of agricultural population, and by setting up land development rights, to distribute land interest reasonably, to push forward the urbanization of agricultural population transfer in a systematic way and to optimize the allocation of rural land resources.
