我国农村人力资本存量地区差异的成因及对策

摘    要:文章从人力资本投资的角度,分析了我国农村人力资本存量地区差异产生的政策原因,即城市倾向的国家财政教育投资政策和地区经济非均衡发展战略而引致城乡教育投资差异和地区之间的教育投资差异。由于这些差异形成了我国人力资本存量的城乡差距,东中西差距,农村内部不同地区之间的差距;而农村人口非农化又进一步加剧了这些差距,使得农业人力资本存量在所有的职业中最低。文章根据这些差距产生的原因,提出了相应的对策建议。

Abstract:The paper analyzes the political causes of regional inequality of human capital in rural China: fiscal favoring of cities for education investment and educational investment differences resulted from unbalanced regional economic development.Due to these differences,human capital in China has seen a big gap between cities and the countryside,between the eastern region and the west,and among different areas of the countryside.The gradual breakaway from agriculture by the rural population has further intensified these differences,leaving the farming population has the lowest human capital reserves in all the industries.With this fact explained,the paper goes on to make some suggestions on rectifying the situation.
