晚清政府确定华侨国民身份、加强华侨社会管理和吸收华侨资本等政策的实施,是其华侨政策从禁侨、贱侨到护侨、重侨的转变。其影响是改变以往华侨与晚清政府两者断裂之关系,加强了华侨与祖国政治、经济和社会上的联系,同时华侨社会因之得以整合和统一,这些都有利于华侨对晚清政府政权的政治认同与对祖国之归属感,有利于华侨基于共同文化而认同于中华民族、从而发展民族国家意识。

The overseas Chinese policy of Late Qing Dynasty confirmed the citizenship status for them, supervised them, and absorbed the investment from them. The impact was to repair the broken relationship between the overseas Chinese and Qing Dynasty, to strength- en the political, economic and social connection between them and motherland. The overseas Chinese community had been integrated. It favored for them taking shape of political identity towards the Qing Dynasty, and the national identity based on common culture.
