| 摘 要： | 为深入贯彻依法治国和以德治国相结合的治国方略,高校建设也应依法治校与以德治校并举,这是由当前教育中存在的问题,教育的目标机制决定的。实现这一治校方略应分别制定举措,并将两者紧密结合起来,不能忽视其中任何一个方面,要做到两手抓、两手都要硬。

| Abstract: | In order to act on the strategy of administering a country by law and ethics, we should run universities on these grounds. this is a big problem in education which is determined by the aim system of education. To practice this principle in universities and make it function well, we should pay attention to both aspects, take measures respectively and combine these two aspects tightly instead of neglecting either. |
