| 摘 要： | 清乾隆时的珠尔默特那木扎勒事件,及其后制定的“钦定西藏善后章程”标志着清统治西藏的政策发生了质的变化,即由“政教分立”的郡王制转向“政教合一”政策,此转变对西藏政治体制产生了极其重要的影响。
