县域经济发展的激励结构及其代价————透视浙江县政扩权的新视角

过去三十年里,浙江通过县政扩权改革发展出了一套有效的次省级政府的激励结构,主要内容包括:利用省管县财政体制扩大次省级政府的范围;实施一系列以GDP增长为导向的财政政策;推行以扩大强县经济管理权限为主要内容的强县扩权以及相应的人事制度改革。正是这套激励结构与民营经济发展之间形成的互利耦合关系培育出了浙江发达的块状经济。但是,随着市场供求关系从供给短缺转变为产能过剩,要素禀赋结构从资本稀缺转变为资本溢出,由县政扩权带来的区域分割和中心城市的要素集聚能力不强等问题使浙江经济难以实现经济转型和产业升级。因此,适时地发展出新的次省级政府的激励结构来推动次省级政府的行为转型,对于浙江未来的发展至关重要。
