建设社会主义新农村要加大对农村的公共投入

党的十六届五中全会提出的建设社会主义新农村的重大历史任务,是中央贯彻落实科学发展观,构建和谐社会的一个重大战略部署。要完成这一重大任务,单靠市场机制的自发调节是无法达到的,必须加大对农村的公共投入。从当前我国农村公共投入中存在的主要问题出发,研究分析产生这些问题的主要原因,并就如何加大农村公共投入,完善农村公共物品的供给体系,提出相应的对策。

More Public Funds should be Injected to the Countryside for the Building of New Socialist Countryside

During the 5th session of 16th Central Committee of CPC,the important historical task of building a new socialist countryside was raised as a great strategic plan for the building of a harmonious society as the scientific concept of development.In order to finish this challenging task,we should add more funds to the construction of public facilities in the countryside other than only rely on the self-readjustment of the market mechanism.On the basis of revealing the main problems existing in the present public funds distribution and management system in the countryside in our country,the author of this paper studies and analyzes the major causes of these problems and puts forward countermeasures for the increasing of public funds input to the countryside and the perfecting of the supply system of public facilities in the countryside.
