| Abstract: | The operation of the new social security model for the aged in the countryside of China should rely on the functions of the government. There should be a clear distinction between the responsibilities of the government and the individuals, a basic value orientation in the reform and an institutional reform as well as a new terraced payment mechanism for a step-by-step implementation. |
