西藏经济跨越式发展实现路径研究

新时期西藏经济跨越式发展具有了新的内涵。它包括产业结构、经济增长动力、经济发展能力与形态的跨越;兼顾经济、社会与自然环境三者之间的和谐与可持续发展;并以改善民生和提高西藏地区居民的生活水平为最终目的。通过对西藏地区要素禀赋以及产业结构效益分析表明,必须降低西藏产业结构的外生性,形成内生性的产业结构,促进西藏形成相互支持的区域产业体系,建构经济发展的内部推进力量;应当利用要素集聚效应,构筑经济增长极,通过城镇体系带动整个经济区域发展,推进区域经济从非均衡到均衡发展。

Research on the Path to Achieve Economic Great- leap -forward Development in Tibet

In the new period,there is more connotation added to the economic great-leap-forward development in Tibet,it includes industrial structure,economic growth dynamic,economic growth ability and form great-leap-forward development.It must give consideration to harmony and sustainable development between economy,society and natural environment.The main purpose of it is to improve the people living standard in Tibet.After analyzing the efficiency of its industrial structure and factor endowment in Tibet,we believe that to achieve it is not only needed central government financial support continually,but also needed the functions of market and obeys and use the rules of regional economic development.We should reduce the exogeneity of Tibet industrial structure,form endogenous industrial structure,get forward inter-supporting industrial system in Tibet,construct the internal power of economic development in Tibet.We should take advantage of agglomeration effect,take shape the economic growth pole,make the whole area economic develop more quickly through urban system,make the regional economic development form unbalance to balance.
