中国“和平发展”话语权探讨:争论与反思

中国"和平发展"的话语,如何得到国际社会更大的认可,是中国外交面临的重要问题。目前,"和平发展"的话语实践在解构"中国威胁论"上起到一定作用,催生西方更新对中国的话语。这一话语已被西方使用,进入西方议题设置中。西方虽然欢迎和认同"和平发展"的目标,但对"和平发展"是否可以实现的认同度较低。中西论证"和平发展"的理论视角存在很大的差异。中国"和平发展"要转换成话语权力,不但需要借鉴西方理论,更需要中国进行理论反思和创新。提升国际话语权,中国需要更多地表示中国和平发展的善意,而不应过多地陷入争论中。

On the Discourse Power of China' s Peaceful Development:Sino-Western Debate and Theoretical Reflection

It is an important problem how the discourse of Peaceful Development obtains more acceptance of Western society. At present, the discourse practice has made China Threat Theory to be replaced to some extent. The discourse has been used by Westerners and affected their agenda settings. Although the West welcomes the objective of Peaceful Development, they are still skeptical of whether China will develop peacefully. There exists a biggest divergence concerning the theoretical perspectives of demonstrating China’s peaceful development between China and the West. If China wants the discourse to bring more power, China needs to reflect and create its own theory in demonstrating China’s peaceful development. What China should focus on is that it should strengthen expressing its good willing to the outside world, instead of being involved in the debate.
