| 摘 要： | 考察了建国以来关于城乡统筹发展的探索进程,并从中得出：城乡统筹发展要确立农业、农村的战略地位;坚持以统筹兼顾的根本方法来处理城乡关系;坚持＂以人为本＂的核心价值理念;坚持政府调控和市场调节相结合的原则;坚持实施以工补农、以城带乡的新政策。

| Abstract: | This paper investigates the course of the urban-rural development in China since the founding of the PRC,and draws the following experience：the Urban-rural development should be established in agricultural,rural areas of the strategic position;adhere to fundamental approach integrating rural-urban relations;adhere to the＂people-oriented＂core values and ideals;and adhere to government regulation and the principle of combining market regulation;adhere to the new policy of promoting agriculture by industry and promoting the rural areas by urban areas. |
