西部大开发中的政府公共社会责任职能

鉴于西部大开发以来西部地区在民生方面的工作力度有限,分析政府应当发挥的作用和功能。分析认为,中央政府以及西部地区的地方政府要转变职能,坚持“以人为本”的理念,用“和谐社会”的理论为指导,以公共社会责任为中心,着力在构建社会保障体系、大力推进九年制义务教育以及解决人民群众的生存之道上下功夫。只有这样,不仅生态环境建设可收到成效,而且和谐社会也是可以期待的。

Government function of public social responsibility in west development

Since the job dynamics of the west region in the aspect of people's livelihood was limited from implementing west development,the effect and function of government was analyzed.It is thought that the central government and the local governments in the west should change their functions,adhere the people-oriented principle,lay more emphasis on the construction of social security system,implement 9-year compulsory education system,and solve the problems in people's livelihood under the guidance of harmonious society theory.In this way,the anticipated effect of ecological environment construction can be achieved,and the harmonious society can be built.
