循环经济生态工业园区综合评价指标体系构建

循环经济要求以环境友好方式开发和利用资源,以较小的资源和环境代价、更高的效率和效益,通过实施"减量化、再循环、再利用"的3R原则,实现资源低消耗、生产高效率和污染低排放,达到经济系统与自然生态系统的和谐相容,从而实现经济、环境和社会的可持续发展。循环经济生态工业园区是一个由多个企业以及管理机构通过物质流、能量流、信息流等联系起来的链网结构。在明确循环经济生态工业园区概念和内涵的基础上,参考国内外生态工业园区及可持续发展系统建模的思路与方法,提出循环经济生态工业园区综合评价指标体系的构建原则,并以此原则为基础,建立了评价循环经济生态工业园区建设水平的指标体系。

Study on Comprehensive Evaluation Index System of Ecological Industrial Park of Recycle Economy

The circular economy is opposite to the linear economy which makes the high consumption, high discharg and low product since the industrialization. It advocates that we should develop the economy from the material circulation angle. It requests that we should develop with low resources, low environment consumption, high efficiency, and benefit from the environment with friendly way, maintaining the economy, the environment and society developing sustainable. The ecological industrial park of recycle economy is a network that consists of many enterprises and governor, in which material flows, energy flows and information flows exists. On the basis of understanding the explicit connotation of the ecological in- dustrial park of recycle economy and referencing the ecological industrial park and methods of modeling for sustainable development at home and abroad, this paper puts forward with the constructing principles of the comprehensive evaluation index system of ecological industrial park of recycle economy, sets up the quality comprehensive evaluation index system.
