| 摘 要： | 西部地区科学技术开发要重视科技投入,发挥中心城市的科技优势;合理调节科学技术开发内外部比例关系;改革科技管理体制,促进人才流动;加快技术引进,促进技术创新。科学技术开发研究,要重视现有科技成果的推广转化,把潜在生产力转化为现实的直接生产力。
