The Theoretical Connotation and Realization Path of School Funding Subsidy with Paid Back

The school funding subsidy with paid back means that students can get funding from nation to help college study but with certain conditions, like students loans, work-study funds, etc. It is the inevitable trend of the development of the national scholarship system, and it is the value to realize the "subsidy education". The author analyzes the theoretical connotation, the value and the basic characteristics of the paid subsidy, and points out that the realization of the paid subsidy needs to adhere to the rights and obligations, the fairness and the efficiency, the financial aid and the psychological support. This paper suggests that we should transfer the focus on three dimensions to achieve the transformation of free funding to paid subsidy, from the transformation of the concept of funding and the mode of funding, to highlight the funding of education functions, so as to achieve the best results of funding.
