为缓解学前教育供求之间的矛盾，提供更好的公益性和普惠性学前教育服务，各地政府不断创新学前教育服务供给方式，积极开展政府购买学前教育服务的实践探索。在分析地方政府购买学前教育服务动因的基础上探索地方政府购买学前教育服务的创新路径，认为实行地方政府购买学前教育服务是政府转变职能、教育转型升级、缓解学前教育服务供需矛盾满足公共需求多元化的需要,以及民间办学实力提升的结果。促进学前教育向政府购买阶段的主要创新路径是：健全政府购买学前教育的法律法规，建立学前教育资源的需求评估机制，设立政府购买学前教育专项财政，完善政府购买学前教育服务的监督评估体系。

The Innovative Path of Local Government Purchasing Program of Preschool Education Service

In order to alleviate the contradiction between supply and demand of pre-school education, and to provide public welfare and inclusive education for the people, the local governments constantly innovated the mode of preschool education service supply and actively carried out the government''s practice of purchasing pre-school education service. This paper explores innovative path of government purchase of preschool education service by analyzing its motivation. This paper argues that the purchase of preschool education is the need of the change of government functions, the need of alleviating the contradiction between the supply and demand of the pre-school education service, the need of satisfying the public demand diversification and the strength of the non-governmental education. Promoting the innovative path of pre-school education by the government should be implemented by setting up related laws and regulations; it should establish assessment mechanism of pre-school education, should have special funding for government purchasing program, and should improve the specific pre-school education supervision and evaluation system.
