| 摘 要： | 发展循环经济引入中国受到高度重视,并从技术学、生态学、经济学等角度进行了深入研究,但是发展循环经济是一个系统的工程,需要用政策和法律手段推动循环经济的发展,而建立正确的发展理念是必须的,是指导实践的理论基础。本文从法哲学角度探讨发展循环经济的理论基础以及发展循环经济新的伦理观、价值观,更好地指导我国实践活动,解决经济发展和环境保护的两难问题。
