| 摘 要： | 由于我国的电子政务尚处于初级发展阶段，还存在着理念滞后，体制、法律、技术不完善等诸多问题。阻碍了电子化服务水平的提高。因此，应从消除理念障碍，创新政府管理体制与机构，完善法律与信息安全技术建设。加强人才培养等方面寻求解决路径。

| Abstract: | Since e-government is still in the initial stages of development, the upgrading of e-service is hindered by the idea, legal, technological and institutional problems. This paper holds that obstacles e- government public service can be cleared by eliminating barriers of the idea, innovating government management system and institutions, improving the legal and information technology security, and strengthening talent training. |
