长吉图区域合作下地方政府治理创新机制探析

新经济条件下,在东北老工业基地建设取得可喜成果的时候,2009年,国务院批复了《中国图们江区域合作开发规划纲要—以长吉图为开发开放先导区》1],标志着长吉图经济区正式纳入国家战略管理的范畴。规划纲要首先就图们江流域进行开发,与原有区域形成了一个统筹规划的新格局。经济区的设立对吉林省来讲无疑是一个难得的机遇,也必将会对吉林省的社会、经济发展产生积极的影响。由于我省边境地区经济总量的局限,产业竞争力弱,人口分散等问题对支持东北亚区域合作开发产生制约瓶颈,而《中国图们江区域合作开发规划纲要—以长吉图为开发开放先导区》的设立也为其打下一个良好的基础并具有平台作用,这为加快经济区改革开放及今后的发展提供了有效支撑、意义重大。纲要中关于如何界定长吉图三方政府的角色,强化政府间跨区域的合作发展,成为经济区发展、建设的先决条件。本文拟从几个方面进行分析,试图有所创新,为吉林省经济发展增添活力。

Analysis of Local Government Govern Innovation Mechanism in the Changjitu Regional Cooperation

Under the new economic conditions and achieving gratifying results in the construction of the Northeast Old Industrial Base,the State Council approved the Cooperation in Tumen River Area Development Plan- Taking Changjitu as the Forerunner Area in 2009,marked the Changjitu Economic Zone was formally incorporated into the national strategic management category.Firstly,the Planning makes the development of Tumen River Basin,so formatted of a new pattern of overall planning with the original region.The establishment of the economic zone of Jilin Province is a rare opportunity,will also have a positive impact on the social,economic development in Jilin province.Since the total amount of the border area of our province economic is limit,industry competitiveness is weak and scattered population,which is the bottleneck for supporting Northeast Asia regional cooperation and development.But the Planning is to lay a good foundation and platform.To speed up the reform and open economic zone future development provides effective support.On how to define the Changjitu three party government role compendium,strengthen inter regional cooperation and development between the government,become a prerequisite for the Economic Development Zone construction.This article carries on the analysis from several aspects,tries to innovate,adding vitality to the economic development of Jilin province.
