The study finds that the low externality limit, the expansion of the industrial system, the information production and sharing mechanism of the E-commerce industry are combined with the human capital, social network and market opportunities of the rural communities. And it breeds the development dynamic mechanism in the interweaving interaction between E-commerce industry and village community. However, the embedded development of the E-commerce industry in rural communities faces the dilemma of resource interests competition and loss caused by the lag of the village industrial environment, and the equilibrium problem between the expansion of productionism and the social order of the village. The development of rural E-commerce industry should adhere to the rural standard, and form industrial agglomeration, grassroots security system and public service platform through market main body cooperation, policy system supply and grassroots organization construction. These measures are aimed at promoting the integration and development of emerging economic industries and rural communities, and helping to modernize the rural areas.
