| 摘 要： | 党的十六大指出:“一切合法的劳动收入和非劳动收入都应得到保护”,这是我国分配制度的一次重大突破。要让合法的非劳动收入受到保护,关键要解决好三个问题:一是从法律上界定收入的合法与非法;二是明确非劳动收入合法有效的途径;三是从制度上予以保证。

| Abstract: | That "all legal income earned from both work and other sources should be protected by law",as is pointed out in the 16th National Congress,is a breakthough in our distribution system.To get legal income earned from sources other than work under the protection of law,three issues must be properly resolved;first,to define the nature of income,legal or illegal,in terms of law;second,to specify effective approaches to legal income from other sources than work;and last,to provide guarantee in terms of system. |
