We should focus on safeguarding farmers＂ ＂ three rights＂, which are farmer＇s land contracting right of management, the rights of members of the rural collective economic organizations and farmers＂ land usufruetuary right. Efforts should be made to revitalize the ＂three pieces of land＂ in rural areas： rural contracted land, the farmer homestead and rural land used for collective construction. We should strive to improve agriculture--related ＂three systems＂, which is agricultural price formation system, agricultural support and protection system and land expropriation system. Efforts should be made to improve ＂three levels＂ of public services in rural areas： rural compulsory education level, the level of social security in rural areas and rural health services.
