改革开放以来公共政策制定过程中公民参与角色及演变

公共政策是对社会价值的权威分配,也是国家和政府的活动的依据与目标,因此公民参与既是公共政策的基本要求,又是检验公共政策在多大程度上代表民意的指标。本文梳理分析改革开放以来我国公共政策过程中公民参与角色经历三个发展阶段,即传统社会公共政策过程中对公民参与角色背离,转型社会公共政策过程中公民参与角色的复苏和现代公民社会中公民权利意识觉醒带来角色回归。结合具体情境剖析其得失,为我们在公共政策过程中如何吸纳民意和在多大程度让公民有序合理的参与提供参考。

Since the Reform and Opening up the Role of Citizen Participation in Public Policy Process and Evolution

Public policy is the authoritative distribution of social value,it is the basis and goal of the activities of the state and government, so the citizen participation is not only the basic requirements of public policy, and test the extent to which public policy representative indicators.In this paper, combing analysis in our country since the reform and opening up the role of citizen participation in public policy process experienced three stages of development, the traditional social process of citizen participation in public policy role, transformation of the social role of citizen participation in public policy process recovery and civil rights awareness in modern civil society bring back role.Combined with the specific situation analysis its gain and loss, how to absorb the public opinion in the process of public policy for us and how to make reasonable citizens＇ orderly participation to provide the reference.
