战前日本私立高等教育制度的形成与发展

明治维新后,日本政府开始推行富国强兵、置产兴业等政策,其产业发展对人才的需求逐渐增加,日本私立高等教育开始起步.20世纪初期《专门学校令》颁布后,专门学校的法律地位得以确立,私立高等教育制度初步确立.日本政府于1918年颁布《大学令》,从制度上承认了私立大学的设立,为私立专门学校向私立大学升格提供了法律依据,日本私立高等教育迎来快速发展时期.

The Formation and Development of Japanese Private Higher Education System before the War

After the Meiji Restoration, the Japanese government launched a series of policies to breed its business and build up its military power. The booming industries gradually increased the demand for talent. The private Higher Education in Japan started. In the early 20th century ＂special school order＂ was issued by the government and the legal status of a specialized school, and the private higher education system were established. In 1918 the Japanese government issued a ＂university order＂, which acknowledged the establishment of private uni- versities and provided a legal basis for the private school to be upgraded to private university. Thus a rapid devel- opment period in Private Higher Education in Japan started.
