要素流转制度创新与农业现代化

土地、农民和科技是农业生产的三个重要的要素,也是当前农业改革和发展所面临的关键问题。土地、农民和科技问题的解决方式将影响到农业发展的进程和模式,影响到农业的现代化建设。现在土地、农民与农业科技的利用及流转方式是与传统农业形态相一致的,但与现代农业的发展要求相矛盾,因此必须加以改革。本文从实现农业现代化目标的高度出发,以农业经济增长、农民增收为切入点,对传统农业生产模式下的土地、农民及科技问题进行了分析,并提出了解决问题的方法和思路,即通过改革实现土地资本化、农民市民化、科技产业化。

The System Innovation of Factor Flowing and Agricultural Modernization

Land, peasants, science and technology, three important factors in agriculture, are the crux of current agricultural renovation and development. Solution will influence the process, mode and even modernization of agriculture. Current utilization of these factors and flowing mode are in accordance with traditional agriculture, but contradict modern agricultural development. It needs reform. This article aiming at realizing agricultural modernization, has analyzed the problems of these factors in traditional mode, and given ways to solve them, that is, land capitalization, peasant citizenization, science and technology industrialization.
