| 摘 要： | 从发展现状、趋同性与替代效应等方面分析了我国1997—2006年间的货物贸易、服务贸易与FDI的关联性，表明第二产业的贸易能力和外资吸纳能力都为最强，第一产业的贸易能力次之但外资吸纳能力弱于第三产业；货物贸易、服务贸易和服务部门的FDI都存在趋同，而货物部门的FDI存在趋异的可能，相关部门的投资对货物进口和出口的效应要强于服务进口，且均在短期内存在互补性而在长期内表现为替代性。

| Abstract: | External effect of the environmental problem disfunctions the market, therefore, appropriate government intervention must be conducted . Along with the increasingly outstanding importance, the environmental problem caused by coal mining has become one of the major obstacles to China＇s sustainable development of economy and society. This paper discusses the implementation background and present situation of the environment costs and its internalization in the coal mining related economic policies. The significance are clarified and a serious of strategies are put forward. |
