北京市地方立法中的公共参与

公共参与立法是现代民主政治发展的必然要求,是民主立法与科学立法有机结合的基本途径,是提高立法质量的重要基础.北京市人大常委会在近30年的立法实践中,立足提高立法质量,不断扩大市民的公共参与,参与内容日益广泛深入,形式越来越丰富多样,参与面越来越广,民意在法规中越来越多地得到体现.今后还需要在正确认识立法公共参与的价值定位,加大立法信息公开力度,完善立法决策中的民意采纳机制,建立健全公共参与立法制度,增强人大代表在立法中的作用等方面继续加强和改进.
